dc.description.abstractEvnen til kommando og kontroll (K2) er grunnleggende for at Forsvaret skal kunne løse sine oppgaver. Denne rapporten skal bidra til større forståelse for muligheter og hindre for effektiv K2, gjennom å undersøke informasjonsdeling i Forsvarets beslutningsprosesser – og hvordan informasjons- og kommunikasjonsteknologi (IKT) kan bidra til bedret kvalitet i disse prosessene. Rapporten er tverrfaglig, og dekker skjæringsfeltet mellom prosess, teknologi og organisasjon. Målgruppen er personell i Forsvaret med påvirkning på gjennomføringen av K2-prosessene ved Forsvarets operative hovedkvarter (FOH) og de taktiske kommandoene, som har ansvar for anvendelse av IKT i slike prosesser eller som har ansvar for framskaffelse av IKT-løsninger. Rapporten presenterer en casestudie gjennomført over tid med følgende problemstilling; Kan IKT, som en muliggjører for informasjonsdeling, bidra til økt kvalitet i beslutningsprosesser og dermed skape bedre organisatorisk effektivitet? Hvis så, hvordan og basert på hvilke faktorer oppstår denne bedringen? Studiens kontekst er samhandling på tvers av fellesoperative prosesser samt mellom operasjonelt og taktisk nivå. Basert på analyser av innsamlede data har vi valgt ut fem såkalte kvalitetsdimensjoner som vi bruker for å belyse evnen til informasjonsdeling, nemlig sporbarhet, gjennomsiktighet, informa-sjonstilgjengelighet, teknologifleksibilitet og integrasjon. Disse har så blitt anvendt på tekno-logiske så vel som ikke-teknologiske egenskaper ved IKT, henholdsvis interoperabilitet, auto-matisering, intendert bruk av IKT og digital kompetanse. Med dette som utgangspunkt har vi undersøkt hvordan IKT kan bidra til økt kvalitet i beslutningsprosesser gjennom å være en muliggjører for informasjonsdeling. Våre funn viser at målrettet anvendelse av IKT kan bidra både til økt kvalitet og reduserte hindre i beslutningsprosesser. Imidlertid krever dette formålstjenlig og tilfredsstillende styring i alle ledd, som i sin tur fordrer systematisk kobling mellom teknologi, prosess og organisasjon. IKT må benyttes som en strategisk ressurs, og være en naturlig og integrert del av arbeids-prosessen. Studien har identifisert fem kritiske suksessfaktorer for å øke kvaliteten i beslutningsprosesser i Forsvaret: 1.Skape mest mulig sømløs informasjonsflyt i arbeidsprosessene med gjennomgåendedigital informasjonsdeling. 2.Prioritere og satse på digital kompetanse i forsvarssektoren. 3.Utvikle strategisk IKT-ledelse i Forsvaret, og opparbeide og kontinuerlig videreutvikleforståelsen for IKTs rolle i beslutningsprosessene. 4.Bygge brukeraksept for digitaliseringsprosessen hos de ansatte ved å kommuniserefordelen ved endringene og ved å gi kontekstspesifikk opplæring. 5.Basere seg på prinsippene om strukturert fleksibilitet, altså fleksibilitet innenfor visserammer satt fra ledelsen, slik at den enkelte ansatte har mulighet til å tilpasse segendrede forutsetninger. For hver av disse faktorene gir vi anbefalinger til Forsvaret, og disse er samlet i rapportens kapittel 6.en_GB
dc.description.abstractCommand and control (C2) is a fundamental capability for the Norwegian Armed Forces to be able to solve its tasks. The contribution of this report is a better understanding for the possibilities and obstacles for effective C2, by studying information sharing in the decision-making processes of the Armed Forces – and how Information and communication technology (ICT) can improve quality in these processes. The report is interdisciplinary and covers the intersection between process, technology, and organization. The target group for the report is personnel within the Armed Forces who has influence on the implementation of the C2 processes at the Norwegian joint headquarters (NJHQ) and the tactical commands, who is responsible for the use of ICT in such processes, or who is responsible for the procurement of ICT solutions. The report presents a case study over a period of time with the following problem statement: Can ICT, as an enabler of information sharing, contribute to increased quality in decision-making processes and through this improve organizational effectiveness? If so, how and based on which factors does this improvement occur? The context of the study is interaction across joint processes as well as between the operational and tactical level. Our study shows that targeted application of ICT can contribute to both improved quality and reduced obstacles in the decision-making process. However, this requires expedient and sufficient management on all levels, which in turn requires a systematic connection between technology, process, and organization. ICT must be used as a strategic resource, and be an integral part of the daily work. The study has identified five critical success factors that the Norwegian Armed Forces needs to address to be able to exploit ICT for improving quality in decision-making processes: - As far as possible create a seamless information flow in the work processes, using continuous digital information sharing - Prioritize improvement of digital competence throughout the organization - Develop strategic ICT management and continuously improve the understanding of the role of ICT - Build user acceptance for the digitization process throughout the organization by communicating the advantages of changes and by giving context-specific training - Be based on the principle of structured flexibility, i.e., flexibility within constraints set by the management, so that the individual employee can adapt to changed conditions For each of these factors, the report provides suggestions for concrete actions to be taken by the Armed Forces.en_GB
