dc.description.abstractForsvaret har en ambisjon om å raskere nyttiggjøre seg framvoksende og moden teknologi. Det utfordrer dagens innretning av investeringsprosessen. Ambisjonen berører også politikkområder som langtidsplanlegging, forsvarsindustripolitikk og forsknings-, utviklings- og innovasjonspolitikken (FUI). Det er komplekst å forstå hva som er utfordringene i dag, og hvilke deler av helheten som gjensidig påvirker hverandre. Dermed er det vanskelig å se hva som er de riktige grepene for å oppnå målene om effektivisering og modernisering. Problemstillinger vi ønsker å belyse i denne rapporten, er: ● Hvordan kan Forsvaret raskere nyttiggjøre seg framvoksende og ny teknologi? ● Hvordan kan vi ved å jobbe annerledes oppnå modernisering, i form av teknologisk fornyelse og samtidig effektivisering i investeringsvirksomheten? Vi har delt rapporten i tre temaområder. De er igjen inndelt i ulike undertema. Vi tror du som leser vil finne det nyttig å forholde deg til ett og ett tema. Vi håper inndelingen ikke står i veien for at du også ser den røde tråden, kompleksiteten og sammenhengene som må ivaretas. Rapporten ønsker å belyse hva som kan være riktige grep for å øke handlingsrommet for teknologisk innovasjon. Temaområde I dreier seg om virksomhetsstyring og bedre samordning av prosesser på strategisk nivå. Området favner FoU og innovasjon, langtidsplanprosessen, porteføljestyring av investeringsplanen og prosessen som leder prosjektideer til investeringsplanen. Temaområde II handler om behovet for tilpasninger av investeringsprosessen. Vi fremmer et forslag til ny kategorisering av ulike typer materiellinvesteringer. Vi argumenterer for differensierte gjennomføringsløp i PRINSIX for de ulike kategoriene. I kapittel 7 beskriver vi to drømmereiser. De handler om henholdsvis hurtig teknologiutvikling og teknologiadopsjon. Reisene er med for å illustrere hvordan en ny tilnærming til innovasjon og investeringsprosessen konkret kan se ut. Temaområde III omhandler behovet for å ta tak i de grunnleggende forutsetningene for å lykkes. Her peker vi på temaer som kompetanse og kapasitet, kultur og ledelse. Figuren rammer inn det vi omtaler som innovasjons- og investeringsprosessen, og de tre temaområdene som gir rapportens struktur og oppbygging.en_GB
dc.description.abstractChanges in the strategic environment for defence and security consist of both new threats, new actors and new technology. These factors all pose new challenges to our Armed Forces in future warfighting. The need, but also the opportunity, to adapt civilian technology for military applications increases as the pace of technology development in other sectors increase. The ability to accelerate promising technology and mature solutions from civil applications into military applications represent a huge potential for both improving efficiency and operational capability for the armed forces in the future. However, the time from innovations from idea to solution and fielding of new technology to achieve the operational effect is too long and too slow. To build advantage through technology exploitation we also need to change the policy, practice and process for innovation and acquisition as we know them today. This report addresses the following questions: ● How can the armed forces take advantage of new and emerging technologies, and how do we field new technology and solutions faster to gain operational effect? ● Why and how can we change the processes, policies and practice related to R&D, innovation, planning and acquisition to enhance speed and efficiency? To embrace the complexity of these problems we have divided the report into three main areas of topics. We address the strategic policies and processes and the way they must interact between the R&D, innovation, long term planning and acquisition. We further address different categories of investment projects, and seek to describe differentiated ways to approach and execute acquisition projects to reduce time and resources, and increase speed. In chapter 7 we describe two specific examples and journeys of how technology can be developed and adopted more rapidly. The purpose is to illustrate how a fast lane through the established processes for technology investments can be carried out. Finally we address the need to look at culture, competence, capacity, coordination and collaboration models between the stakeholders that contribute to modernization and technological innovation in acquisition for the armed forces.en_GB
