Sluttrapport for oppdrag FFI-2008068, Skifte Eiendom : etablering av rutiner for registrering i Forsvarssektorens miljødatabase (MDB)

Abstract

I forsvarssektorens system for miljøledelse stilles det krav til at miljøpåvirkninger skal registreres i forsvarssektorens miljødatabase (MDB). MDB skal samle informasjon som skal danne grunnlag for intern styring av miljøpåvirkningene fra virksomheten, samt danne grunnlaget for rapportering til miljøvernmyndigheter i forbindelse med resultatoppfølging av den nasjonale miljøvernpolitikken. MDB skal også ivareta forsvarssektorens forpliktelser og behov knyttet til Miljøinformasjonsloven.

FFI har utviklet rapporterings- og informasjonssystemet for MLED og har ansvar for drift og videreutvikling av MDB. Forsvarsbygg Skifte Eiendom skal registrere miljøpåvirkninger iht. oppdrag gitt fra Forsvarsdepartementet gjennom iversettingsbrev. I denne forbindelse skal FFI bistå Forsvarsbygg Skifte Eiendom med å sikre en hensiktsmessig og effektiv bruk av MDB til registrering og overvåkning av avfallshåndtering.

According to the procedures given in the Environmental Management System (EMS) in the Norwegian military sector, all military units across the branches of the Royal Norwegian Ministry of Defence (MoD) are obliged to report their environmental performance in the Norwegian Defence Environmental Database (NDED). The purpose of this system is to act as a tool for decision support at all levels in the military organisation, to cover the demands of the Norwegian Armed Forces for reporting to the environmental authorities and other stakeholders, including the obligations and needs related to the environmental information law (“Miljøinformasjonsloven”). FFI has been responsible for building and developing the NDED for use in the Armed Forces, and FFI is responsible for the management and further development of the EMIS. On mission from the Norwegian Ministry of Defence described in the defence executive letter, the Defence Estates Agency (DEA) is responsible for registering the environmental impact in the NDED. FFI has supported DEA Construction Management (Forsvarsbygg Skifte Eiendom) in surveillance and reporting of waste generation from dispose of constructions and buildings into the NDED for 2008.
