Arbeidsmetodikk i NbF implementeringsplan

Abstract

Formålet med prosjekt 1092 NbF1 Implementeringsplan har vært å lage et begrunnet forslag til hvilke typer norske militære enheter som bør kunne knyttes sammen i nettverk og hvordan. Dette dokumentet presenterer prosjektets arbeidsmetodikk. Prosjektet har arbeidet med mange av Forsvaret strukturelementer, og sitter på en stor mengde informasjon om disse. For å kunne behandle strukturelementene på en konsis måte var det viktig å ha en god plan for hvordan arbeidet skulle gjennomføres. Prosjektet brukte mye tid innledningsvis til å planlegge gjennomføringen av prosjektet, inkludert hvordan informasjon skulle behandles og resultater dokumenteres. Denne planleggingen viste seg å være verdifull i gjennomføringen, og bidro sterkt til at prosjektet kom i mål med sitt arbeid. Modellering av strukturelementer og nettverkskoplinger ble valgt som hovedmetode i prosjektet. Modeller av Forsvarets strukturelementer ble brukt som basis for å identifisere nye og forbedrede nettverkskoplinger og relasjoner mellom enheter i Forsvaret. Begrepet nettverkskoplinger brukes om virksomhetsnettverk, det vil si relasjoner og samhandling mellom militære enheter. Modelleringen dannet utgangspunkt for informasjonsinnsamlingen om Forsvarets strukturelementer. Nettverkskoplingene ble analysert, vurdert og sammenstilt for å generere forslag til tiltak. Dokumentet beskriver også disse prosessene. Prosjektets metode er generell, og den forhåndsplanlagte arbeidsprosessen, med beskrivelse av modeller, er videre enn det prosjektet faktisk brukte i gjennomføringen. Arbeidsmetodikken kan benyttes av andre som skal modellere Forsvarets strukturelementer og Forsvarets informasjonsinfrastruktur.

The purpose of FFI project 1092 NBD2 Implementation plan has been to make a specific proposal on which types of Norwegian military units that should be connected in networks and how. This document presents the work method used in the project. The project have studied most of the different military units in the Norwegian Defence, and collected a large amount of information about these units. To analyse the military units in a structured way, it was important to develop a good plan on how to conduct the work in the project. The project initially spent much time on planning the project, including how to process the information gathered and how to document the results. This planning showed to be very valuable during the project, and strongly contributed to fulfil the objectives of the project. Modelling of military units and network connections was the main work method of the project. Models of the military units were used as a basis to identify new and improved network connections between different military units. The phrase “Network connection” is used for a non-technical relation between two or more military units cooperating. The modelling of the units was used as a template in the information gathering process. The network connections were analysed and sorted to form the set of initiatives. This document describes all of these processes. The work method used by the project is general, and the planned working process, with description of the models, is broader than what we actually used in the project. The work method can be used by others that aim to model military units and the information infrastructure.
