dc.description.abstractConcept Development and Experimentation (CD&E), as part of transformation, requires a methodology to ensure that the experimentation is focused within areas where development of operational capabilities is most needed. Lack of resources emphasise this aspect. The Joint Headquarters has been responsible for coordination of the CD&E activity. In this context it's a need for a methodology and a tool to assess whether an activity should be carried out or not. This report present an assessment model based on operational value, cost and uncertainty. The assessment of operational value is based on a Network Centric Model and a set of properties that the force structure is to fulfil depending on operational context. The report presents the approach of the model and discusses some challenges using it.en_GB
