Russland, Litauen og Kaliningrad - tre enheter, to land, en utfordring?
The report highlights the role of Kaliningrad in Russian politics, the relationship between Lithuania, Kaliningrad and Russia in the EU and NATO enlargement processes, and finally, Russian policy towards the EU- and NATOenlargements to the Baltics. The report concludes that Kaliningrad today, more than in the previous decade, can be seen as an inclusive region under ferderal control in the economic area. Militarily, Russia has yet to formulate a clear policy on Kaliningrad. Future Russian policy in general and the policy on Kaliningrad in particular will depend on the development of the EU (on military cooperation and on enlargement) and on the dialogue between Russia and NATO (on enlargement, on combating terrorism and other issues). Until today the relationlship between Lithuania and Russia has for the most part been influenced by their common history in the Soviet Union, but will in the future to a larger extent be influenced by Lithuania's increasing cooperation with the EU and NATO.
