    Abstract
    Synthetic aperture radar (SAR) images can be used to detect changes at the Earth surface over time. This makes it possible to follow construction work development and activities in bases and harbours. This report describes important basic elements that should be present in procedures for detecting and analysing changes between two or more satellite SAR images. The study is focusing in particular on satellite revisit times and different imaging modes for applications over harbours and bases. It is concluded that surveillance of vessels in harbours easily can be realised with relatively simple functions and procedures, while detection of changes at bases on land often will require a more complex system. However, in all circumstances it is important that the functions and procedures to be used in the system are selected with the particular application in mind.
